RESUMEN

Trade restrictions are often advocated and implemented as measures to protect wild species threatened by overexploitation. However, in some instances, their efficacy has been questioned, notably by governments in the southern African (SADC) region, which tend to favor a sustainable use approach to wildlife management. We conducted a systematic review of published literature guided by the PRISMA process to examine the effectiveness of trade restrictions and directly related control measures in addressing threats to species conservation in the SADC region, with a focus on elephants (Loxodonta sp.), rhinoceroses (Ceratotherium simum, Diceros bicornis), lions (Panthera leo), and pangolins (Manis sp.). We focused in particular on the direct conservation impact of trade restrictions at species or population level, indirect conservation impact at human behavior or attitude level, and socioeconomic impact on rural livelihoods and well-being and on national economies. Research on these topics was uneven and focused strongly on the effects of trade restrictions and law enforcement on crime-related behavior. Research gaps include socioeconomic impacts of trade restrictions, including effects of international restrictions on local livelihoods and consequent secondary conservation impacts, and evaluations of attempts to disrupt criminal networks. Based on the reviewed impact evidence, the effectiveness of international trade restrictions depends on a range of fully aligned measures in countries of origin, transit, and consumption. For example, our results suggest positive ecological short-term but negative or unknown long-term socioeconomic impacts of domestic restrictions. Based on these findings, key policy requirements include more nuanced approaches to incorporate a range of appropriate measures in range, transit, and consumer countries, that focus on capacity development for early detection and apprehension of incursions inside protected areas; measures for constructive engagement with relevant local communities outside protected areas; and future research to improve understanding of the socioeconomic contribution of wildlife.


Revisión sistemática del impacto de las medidas restrictivas de comercio de vida silvestres sobre la conservación de especies icónicas en el sur de África Resumen Las restricciones comerciales a menudo se promueven e implementan como medidas para proteger a las especies silvestres amenazadas por la sobreexplotación. Sin embargo, en algunas instancias, su eficacia ha sido cuestionada, en particular por gobiernos de la región del sur de África (SADC), que tienden a favorecer un enfoque de uso sustentable para el manejo de la vida silvestre. Realizamos una revisión sistemática de la literatura publicada guiada por el proceso PRISMA para examinar la efectividad de las restricciones comerciales y las medidas de control directamente relacionadas para enfrentar las amenazas a la conservación de especies en la región de la SADC, con un enfoque en elefantes (Loxodonta sp.), rinocerontes (Ceratotherium simum, Diceros bicornis), leones (Panthera leo) y pangolines (Manis sp.). Protecting human, animal, and plant life or health from additives, toxins, and contaminants in agri-products and promoting green free trade are the main components of Sanitary and Phytosanitary (SPS) measures. However, the SPS measures are heterogeneous. This study examines the impact of SPS measures on the measured export quality and discusses their influence on the environmental protection of the exporting country. International heterogeneous measures do not necessarily promote quality upgrading but greatly increase transaction costs. By contrast, China's agri-product' quality upgrading and environmental pollution are in sharp contrast. Based on a heterogeneous firm-trade model, this study obtains three hypothetical propositions and conducts empirical regressions using the Tobit method. This study finds that heterogeneous SPS measures hinder quality upgrading because firms present a different quality upgrading trend, which in turn impedes the environmental protection of the exporting country; the quality upgrading made by diversified SOEs is higher than that of foreign firms and private firms; the quality upgrading made by general firms is higher than that of processing firms; and protective SPS measures have a stronger negative effect on quality upgrading and environmental protection.

International investment agreements (IIAs) promote foreign investment. However, they can undermine crucial health programs, creating a dilemma for governments between corporate and public health interests. For this reason, including clauses that safeguard health has become an essential practice in IIAs. According to the current literature, some countries have played a pivotal role in leading this inclusion, while others follow the former ones. However, the existing literature needs a unique approach that can quantify the influence strength of a country in disseminating clauses that explicitly mention health provisions to others. Following an NLP (Natural Language Processing)-based text similarity analysis of Bilateral Investment Treaties (BITs), this study proposes a metric, 'Influence' (INF), which provides insights into the role of different countries or regions in the propagation of IIA texts among BITs. We demonstrate a comprehensive application of this metric using a large agreement dataset. Our findings from this application corroborate the evidence in the current literature, supporting the validity of the proposed metric. According to the INF, Germany, Canada, and Brazil emerged as the most influential players in defensive, neutral, and offensive health mentions, respectively. These countries wield substantial bargaining power in international investment law and policy, and their innovative approaches to BITs set a path for others to follow. These countries provide crucial insights into the direction and sources of influence of international investment regulations to safeguard health. The proposed metric holds substantial usage for policymakers and investors. This can help them identify vital global countries in IIA text dissemination and create new policy guidelines to safeguard health while balancing economic development and public health protection. The complexity of influenza A virus (IAV) infections in avian hosts leads to equally complex scenarios for the vaccination of poultry. Vaccination against avian influenza strains can be used to prevent infections from sources with a single strain of IAV. It has been used as a part of outbreak control strategies as well as a way to maintain production for both low and high pathogenicity outbreaks. Unlike other viral pathogens of birds, avian influenza vaccination when used against highly pathogenic avian influenza virus, is tied to international trade and thus is not freely available for use without specific permission.


Vacunación de aves comerciales contra la influenza aviar. La complejidad de las infecciones por el virus de la influenza A en las aves hospedadoras conduce a escenarios igualmente complejos para la vacunación en la avicultura. La vacunación contra cepas de influenza aviar se puede utilizar para prevenir infecciones provenientes de fuentes con una sola cepa del virus de influenza. Se ha utilizado como parte de las estrategias de control de brotes, así como como una forma de mantener la producción tanto en brotes de baja como de alta patogenicidad. A diferencia de otros patógenos virales de las aves, la vacunación contra la influenza aviar, cuando se usa contra el virus de la influenza aviar altamente patógeno, está vinculada al comercio internacional y por lo tanto, no está disponible para su uso sin un permiso específico.

A Convenção-Quadro para o Controle do Tabaco (CQCT) é o primeiro tratado internacional de saúde pública, desenvolvido sob os auspícios da Organização Mundial da Saúde entre 1999 e 2003, após audiências públicas e seis reuniões de negociações envolvendo os 192 países membros da OMS. O tratado entrou em vigor em fevereiro de 2005 e o Brasil foi um dos líderes em seu processo de desenvolvimento. Seu objetivo é “proteger as gerações presentes e futuras das devastadoras consequências sanitárias, sociais, ambientais e econômicas geradas pelo consumo e pela exposição à fumaça do tabaco”. Considerada um marco histórico para a saúde pública global, a Convenção-Quadro traz, em seu texto, medidas para reduzir a epidemia do tabagismo em proporções mundiais, abordando temas como propaganda, publicidade e patrocínio, advertências, marketing, tabagismo passivo, tratamento de fumantes, comércio ilegal e impostos, etc.

CONTEXT: To facilitate the manufacturing of COVID-19 medical products, in October 2020 India and South Africa proposed a waiver of certain intellectual property (IP) provisions of a World Trade Organization (WTO) agreement. After nearly two years, a narrow waiver agreement that did little for vaccine access passed the ministerial despite the pandemic's impact on global trade, which the WTO is mandated to safeguard. METHODS: The authors conducted a content analysis of WTO legal texts, key-actor statements, media reporting, and the WTO's procedural framework to explore legal, institutional, and ideational explanations for the delay. FINDINGS: IP waivers are neither legally complex nor unprecedented within WTO law, yet these waiver negotiations exceeded their mandated 90-day negotiation period by approximately 18 months. Waiver opponents and supporters engaged in escalating strategic framing that justified and eventually secured political attention at head-of-state level, sidelining other pandemic solutions. The frames deployed discouraged consensus on a meaningful waiver, which ultimately favored the status quo that opponents preferred. WTO institutional design encouraged drawn-out negotiation while limiting legitimate players in the debate to trade ministers, empowering narrow interest group politics. CONCLUSIONS: Despite global political attention, the WTO process contributed little to emergency vaccine production, suggesting a pressing need for reforms aimed at more efficient and equitable multilateral processes.

CONTEXT: Corporate engagement with food and beverage companies who produce food associated with health harms is a divisive topic in the global nutrition community, with high-profile cases of conflict of interest increasingly coming under scrutiny. There is a need for an agreed method to support health organizations in deciding whether and how to engage with large food and beverage manufacturers. AIM: The aim of this study was to develop a method to quantify the proportion of sales from food and beverage companies that are derived from unhealthy foods to support organizations in determining which companies might be considered high-risk for engagement. METHODS: The 2015 WHO Euro nutrient profile model was applied to 35,550 products from 1294 brands manufactured by the top 20 global food and beverage companies from seven countries (Australia, Brazil, China, India, South Africa, UK and USA). For the purpose of this study, products that met the WHO Euro criteria were classified as "healthier" and those that failed were classified as "unhealthy". Products were grouped by brand and weighted by the brand's value sales for 2020. The primary outcome was the proportion of each company's sales that were classified as unhealthy and healthier by company and category. RESULTS: Overall, 89% of the top 20 companies' brand sales were classified as unhealthy. For every USD$10 spent on the top 20 companies' brands, only $1.10 was spent on products considered healthier. All companies saw the majority of their sales come from unhealthy foods, including soft drinks, confectionery and snacks. None of Red Bull or Ferrero's sales were classified as healthier and less than 5% of total sales were healthier for Mondelez, Mars, and PepsiCo. Some companies had higher proportions of sales deriving from healthier products, including Grupo Bimbo (48%), Danone (34%) and Conagra (32%), although the majority of their sales were still derived from unhealthy foods. DISCUSSION: The results presented in this study highlight the reliance the leading food and beverage companies have on sales of unhealthy products that are contributing to diet-related disease globally. The method and steps we have laid out here could be used by organizations in the global health community to identify companies that have conflicts of interest when it comes to engaging with governments, international organizations and public health bodies on issues of policy and regulation.

Russia's illegal, brazen and cynical full-scale invasion of Ukraine began on February 24th, 2022, and is still ongoing at the time of this research (July 2023). The damages incurred by Ukraine and its citizens during the years of occupation of the territories and the war are calculated in millions, although it is difficult to definitively determine both the methodology and specific numbers. To restore justice, it seems much more important to define a fair, transparent, and understandable procedure for compensating the losses suffered by citizens and businesses as a result of these events. This is especially important in the context of the need to implement the goals of sustainable development, in particular, ensuring equal access to justice for all. The article is devoted to these and related issues. To determine the procedure for compensating losses and damages caused by the war, we first determined what exactly can be compensated and who can apply for compensation. These and other factors determine the peculiarities of the procedure for the restoration of rights and compensation for damage caused by the war in Ukraine. In searching for an answer to the researched question, we analyzed the current legislation of Ukraine and draft laws proposed to regulate relations related to compensation for damages. We also conducted a comprehensive analysis of concepts such as losses, damages, compensation, reparations, and reimbursement as defined in national legislation and international treaties. The generalization of the case law of national courts (more than 200 analyzed decisions of the courts of the first and appeal and cassation instances for the period from February 20, 2014 to March 1, 2023, examples of which are presented in the study) indicates the presence of various approaches of compensation for damage, in understanding how to restore the violated rights of citizens.

ABSTRACTFollowing landmark legislation in 2013, Uruguay became the first country to regulate the legal production, distribution and sale of recreational cannabis. While broader debates anticipated the significance of the UN drug conventions, the extent to which Uruguay's drug treaty obligations shaped regulation is unclear and the relevance of finance norms has been neglected. Drawing on institutionalist and governance theories, this study explores how international drug and finance regulations limited Uruguay's policy space to implement cannabis regulation, and how this was perceived by policy actors. Policy documents and 43 semi-structured interviews were thematically analysed. The analysis demonstrates how Uruguay's drug treaty obligations were less directly constraining to policy space compared to international finance norms, including the US Patriot Act, anti-money laundering standards and financial inclusion practices. Such norms exerted powerful influence over Uruguay's ability to implement aspects of cannabis supply that interact with broader financial systems, allowing banks to terminate business relationships with clients deemed as high risks for money laundering. The Uruguayan case suggests that financial regulations at diverse levels are likely to constrain policy space in other contexts where the market-based policies of cannabis regulation raise tensions with a narrowly constructed risk management principle in approaches to financial supply.

Scientific sports can strengthen the body and foster the growth of physical excellence. The body can develop normally and provide a solid material foundation for the development of mental health through participation in sports. This study aims to determine how physical activity can enhance the mental health of international trade workers. The Physical Exercise Rating Scale, the Adolescent Sub-health Multidimensional Assessment Questionnaire, and the International Trade Worker Coping Scale are utilized to select and measure international trade workers in the athletics dance exercise group and the passive and inactive group. Covariance analysis examines the differences between groups, while the structural equation model and the Sobel test are employed to analyze the mediation effect. The differences in scores of problem orientation, emotion orientation, and avoidance orientation between the sports dance group and the passive and inactive group are statistically significant (P0.05), as are the differences in scores of psychological sub-health emotional problems and social adjustment issues. In addition, the problem orientation dimension of coping styles is statistically significant for "whether to participate in sports dance" The problem orientation dimension of managing style functions as a partial mediator between "whether or not to participate in sports dance exercise" and the sub-health psychological, and emotional problems dimension.(AU)

Accurately approaching the major challenges associated with global health management has become a mandatory key point in the training of medical leaders around the world. The Senior Executive Program in Global Health Innovation Management (SEPGHIM) seeks to provide an answer to the need for innovation and managerial capacity building in Global Health and to address the current detachment between Public Health Organizations and Business Schools. In 2019, SEPGHIM's first edition was led by five prestigious academic institutions on three continents. The first cohort included a total of 27 high-level health professionals and executives from 16 countries with 7-10 years of working experience who participated during the 11 months of the course. The program sought to fill an often-found knowledge gap among health professionals in terms of health innovation, leadership, and management. SEPGHIM relied on multiple pedagogical methods conveyed through a robust theoretical and applied syllabus that included case studies, simulations, guest speakers, debates, site visits, and an executive challenge. The program achieved various results. First, it recruited high-level health professionals that ensured diversity of backgrounds, allowing an exchange of experiences and different ways of addressing global health challenges. Second, it created a network of health professionals for possible future collaborations that can anticipate new trends and opportunities in global health and work together with stakeholders from other sectors. This networking was one of the most highly rated benefits by the students. Finally, the participants expressed great eagerness to recommend the program (4.9 out of 5) to other decision-makers and leaders in the global health field. These results provide positive insights regarding the value of such a training program for senior health professionals.

The North American Free Trade Agreement (NAFTA) was introduced in 1994 between Canada, Mexico, and the United States to encourage trilateral trade. In 2008, an unrestricted reciprocal sugar trade agreement, was implemented between Mexico and the United States as part of NAFTA, which led to a significant decrease in the United States' sugar price. However, critics argue that free trade agreements that reduce trade barriers on products such as sugar threaten public health. This study uses the synthetic control method to investigate the causal impact of the unrestricted sugar trade agreement on sugar consumption and diabetes prevalence in the United States. First, we show that sugar consumption in the United States increased by an average of 16% annually after the agreement was signed, corresponding to 5240g per capita. Second, we show that the crude prevalence of diabetes increased by an average of 1% annually in the United States after the agreement was signed, with an increase of 1% and 2% for men and women, respectively. This unintended consequence of NAFTA has had an estimated economic cost of $324.37 million annually.

Although the global COVID-19 pandemic response was quick to develop medical countermeasures, it failed to fully prevent morbidity and mortality in high-income countries and low-income and middle-income countries (LMICs). As new variants and post-COVID-19 condition continue to emerge and affect health systems and economies, the full human and economic cost is yet to be felt. We should now learn from these shortcomings and implement more inclusive and equitable frameworks to prevent and respond to outbreaks. This Series offers specific learnings from COVID-19 vaccination campaigns and non-pharmaceutical interventions, highlighting the need for resilient, inclusive, and equitable health systems. Taking action to rebuild trust and invest in resilient local manufacturing capacity, supply chains, regulatory frameworks, and placing LMIC voices at the centre of decision making will help to ensure preparedness for future threats. It is time to move beyond mere talk of learning and implementing lessons and instead take action towards a more resilient future.

La demanda europea de alimentos y materias primas procedentes de América Latina fue acompañada del tráfico de plantas y animales, del que resultó la difusión de enfermedades y plagas que afectaron a las personas, la producción y el comercio regional e internacional. Por otra parte, para atender esa demanda, los países latinoamericanos avanzaron en procesos de modernización que, en lo particular del agro, implicó la incorporación de los conocimientos científicos en la producción. El artículo se focaliza en la situación de Uruguay, donde los terratenientes innovadores organizados gremialmente, asumieron el desafío de transformar el agro y alcanzar una mejor inserción del país en el mercado mundial. Al respecto, se consideran algunos temas principales como el impacto de algunas enfermedades y plagas que afectaron a la producción agrícola y ganadera y la respuesta gremial ante esta situación crítica. Se realiza un seguimiento del rol del Estado, la incorporación de técnicos a la administración, las políticas preventivas adoptadas, y los primeros pasos en crear los recursos humanos para la investigación.(AU)


The European demand for food and raw materials from Latin America was accompanied by the trafficking of plants and animals, resulting in the spread of diseases and pests that affected people, production, and regional and international trade. On the other hand, to meet this demand, Latin American countries advanced in modernization processes that, in particular in agriculture, involved the incorporation of scientific knowledge in production. The article focuses on the situation in Uruguay, where innovative landowners organized in unions took on the challenge of transforming agriculture and achieving a better insertion of the country in the world market. In this regard, some main issues are considered, such as the impact of some diseases and pests that affected agricultural and livestock production and the union’s response to this critical situation. The role of the State, the incorporation of technicians to the administration, the preventive policies adopted, and the first steps in creating human resources for research are monitored.(AU)

The wildlife trade is a billion-dollar global business, involving millions of people, thousands of species, and hundreds of millions of individual organisms. Unravelling whether trade targets reproductively distinct species and whether this preference varies between captive- and wild-sourced species is a crucial question. We used a comprehensive list of all bird species traded, trade listings and records kept in compliance with the Convention on International Trade in Endangered Species (CITES), and a suite of avian reproductive parameters to examine whether wildlife trade is associated with particular facets of life history and to examine the association between life-history traits and captive- and wild-sourced traded volumes over time. Across all trade, CITES listing, and CITES trade, large birds were more likely to be traded and listed, but their longevity and age at maturity were not associated with CITES listing or trade. We found species across almost the full range of trait values in both captive and wild trade between 2000 and 2020. Captive trade volumes clearly associated with relatively longer lived and early-maturing species; these associations remained stable and largely unchanged over time. Trait-volume associations in wild-sourced trade were more uncertain. Only body mass had a clear association, and it varied from negative to positive over time. Although reproductive traits were important in captive-sourced trade, species-level variation dominated trade, with even congeneric species varying greatly in volume despite similar traits. The collection and incorporation of trait data into sustainability assessments of captive breeding facilities are crucial to ensure accurate quotas and guard against laundering.


Asociación entre los rasgos reproductivos de aves en cautiverio versus las de origen silvestre comercializadas Resumen El mercado de fauna es un negocio mundial de miles de millones de dólares que involucra a millares de personas, miles de especies y cientos de millones de organismos individuales. Por ello es necesario resolver la cuestión de si el mercado se enfoca en especies con distinciones reproductivas y si esta preferencia varía entre las especies de origen silvestre y en cautiverio. Usamos una lista completa de todas las especies de aves comercializadas, listados y registros comerciales conforme a la Convención sobre el Comercio Internacional de Especies Amenazadas (CITES) y un conjunto de parámetros de reproducción de aves para analizar si el mercado de fauna está asociado con facetas particulares de la historia de vida. También analizamos la asociación entre los rasgos de la historia de vida y el volumen comercializado de origen silvestre y de cautiverio a lo largo del tiempo. En todos los mercados, listas de CITES y mercados CITES, las aves de mayor tamaño tuvieron mayor probabilidad de ser comercializadas y estar enlistadas, pero su longevidad y edad a la madurez no se asoció con el mercado o la lista e CITES. Detectamos especies en casi toda la gama de rasgos tanto en el comercio de cautiverio como el silvestre entre 2000 y 2020. El volumen comercial de cautiverio mostró una asociación clara con las especies relativamente más longevas y de madurez temprana; esta relación fue estable y casi no cambió con el tiempo. La asociación del volumen en las especies de origen silvestre fue más incierta; sólo la masa corporal tuvo una relación clara y ésta varió entre positiva y negativa con el tiempo. Aunque los rasgos reproductivos fueron importantes para el mercado con origen en cautiverio, la variación a nivel de especies dominó el mercado, incluso mostrando una enorme variación del volumen entre las especies congéneres a pesar de tener rasgos similares. La recolección e incorporación de datos sobre los rasgos dentro de los análisis de sustentabilidad de las instalaciones para la cría en cautiverio es crucial para asegurar las cuotas adecuadas y prevenir blanqueo de capitales.

RESUMEN

The World Animal Health Information System (WAHIS) collects and publishes a wealth of information gathered by individual countries' Veterinary Services, including detailed country-specific information on outbreaks of diseases listed by the World Organisation for Animal Health (WOAH, founded as OIE), including emerging diseases, in domestic animals and wildlife, and non-listed diseases in wildlife. The data set is one of the most comprehensive in the world, with 182 Members obliged to report this information to WOAH in a timely manner. As such, the data provide invaluable input for Veterinary Services, animal health researchers and stakeholders to gain insight into risk from infectious diseases, for example through the development of predictive models and risk assessments to address the risk from trade of animal products, globalisation, or movement of wildlife or vectors across country borders. This paper reviews previous analyses that have been conducted using WAHIS data and outlines ways in which these data can be used for preparedness and risk assessment.


Le Système mondial d'information zoosanitaire (WAHIS) collecte et publie une grande quantité d'informations recueillies auprès des Services vétérinaires nationaux, parmi lesquelles des données détaillées spécifiques aux pays sur les foyers de maladies listées par l'Organisation mondiale de la santé animale (OMSA, fondée en tant qu'OIE), dont les maladies émergentes, chez les animaux domestiques et dans la faune sauvage, ainsi que de maladies non listées affectant la faune sauvage. Cet ensemble de données est l'un des plus exhaustifs du monde puisque les 182 Membres de l'OMSA ont l'obligation de lui faire remonter ces informations dans WAHIS dans des délais spécifiés. Ces données sont précieuses pour les Services vétérinaires, les chercheurs travaillant dans le domaine de la santé animale et les parties prenantes car elles permettent de mieux comprendre les risques relatifs aux maladies infectieuses, notamment grâce aux modèles prédictifs et aux évaluations de risques pour traiter le risque lié au commerce de produits d'origine animale, à la mondialisation, aux mouvements de la faune sauvage ou aux vecteurs entre les pays. Les auteurs font le point sur des analyses antérieures qui ont été menées en utilisant les données de WAHIS et soulignent comment ces données peuvent être utilisées dans le cadre d'un travail de préparation et d'évaluation des risques.


El Sistema Mundial de Información Zoosanitaria (WAHIS) colecta y publica una gran cantidad de datos recogidos por los Servicios Veterinarios de cada país, en particular detallada información sobre brotes de enfermedades listadas por la Organización Mundial de Sanidad Animal (OMSA, fundada como OIE), incluidas las enfermedades emergentes, que hayan afectado a los animales domésticos o la fauna silvestre, así como enfermedades no listadas que afectan a la fauna silvestre. Se trata de uno de los conjuntos de datos más completos del mundo, ya que los 182 Miembros tienen la obligación de comunicar esta información a la OMSA dentro de plazos determinados. Estos datos son una fuente de información de gran utilidad para los Servicios Veterinarios, los investigadores que trabajan en sanidad animal y demás partes interesadas porque permiten mejorar la comprensión de los riesgos derivados de las enfermedades infecciosas, por ejemplo elaborando modelos predictivos y evaluaciones de riesgo que ayuden a manejar los riesgos ligados al comercio de productos de origen animal, la globalización o al movimiento transfronterizo de animales salvajes o vectores de enfermedad. Los autores repasan una serie de análisis previamente realizados con datos de WAHIS y explican en síntesis cómo pueden utilizarse estos datos con fines de preparación y evaluación de riesgos.

Risk assessment is an essential tool used in the control of disease outbreaks. Without it, key risk pathways might not be identified, resulting in potential spread of disease. The devastating effects of disease spread can ripple through society, affecting the economy and trade and having considerable impact on animal health and potentially human health. The World Organisation for Animal Health (WOAH, founded as OIE) has highlighted that risk analysis, which includes risk assessment, is not consistently used across all Members, with some low-income countries making policy decisions without prior risk assessment. The failure of some Members to rely on risk assessment could be caused by a lack of staff and risk assessment-related training, poor funding in the animal health sector, and lack of understanding regarding the use and application of risk analysis. However, to complete effective risk assessment, high-quality data must be collected, and other factors such as geographical conditions, use (or not) of technology, and varying production systems all influence the ability to collect these data. Demographic and population-level data can be collected during peacetime in the form of surveillance schemes and national reports. Having these data before an outbreak occurs better equips a country for controlling or preventing disease outbreaks. In order for all WOAH Members to meet risk analysis requirements, an international effort must be made for cross-working and the development of collaborative schemes. Technology can play an important role in the development of risk analysis, and low-income countries must not be left behind in the efforts to protect animal and human populations from disease.


L'évaluation du risque est un outil essentiel pour le contrôle des foyers épidémiques. Sans cet outil, certaines voies d'introduction à haut risque pourraient ne pas être identifiées, donnant lieu à une possible propagation des maladies. Une telle propagation a des effets dévastateurs qui peuvent gagner toute la société et affecter l'économie et le commerce, en plus d'avoir un impact considérable sur la santé des animaux, voire des personnes. L'Organisation mondiale de la santé animale (OMSA, fondée en tant qu'OIE) a souligné l'absence d'homogénéité parmi ses Membres dans l'utilisation de l'analyse du risque (dont l'évaluation du risque est l'une des composantes), certains pays à faibles revenus prenant des décisions sur les politiques à mener sans recourir à une évaluation du risque préalable. L'incapacité de certains Membres à s'appuyer sur l'évaluation du risque est probablement due au manque de personnel, à l'inexistence de formations dans le domaine de l'évaluation du risque, au financement médiocre du secteur de la santé animale et au fait que les principes de l'utilisation et de l'application de l'analyse du risque sont mal compris. Pour être efficace, l'évaluation du risque doit reposer sur des données de grande qualité ; or, l'aptitude à collecter de telles données est tributaire de facteurs comme la situation géographique, le recours (ou non) aux technologies, et la diversité des systèmes de production concernés. Les données démographiques ainsi que celles à l'échelle d'une population peuvent être recueillies en temps de paix dans le cadre de programmes de surveillance et sous forme de rapports nationaux. Un pays qui dispose de ces données avant la survenue d'un foyer épidémique est mieux équipé pour lutter contre les foyers ou pour les prévenir. Pour que tous les Membres de l'OMSA soient en mesure de satisfaire aux exigences de la conduite de l'analyse du risque, des initiatives devront être déployées à l'échelle internationale afin de mettre en place une coopération transversale et des programmes collaboratifs. La technologie peut jouer un rôle important dans le développement de l'analyse du risque et il convient de ne pas laisser les pays à faibles revenus en marge des efforts visant à protéger la santé des populations animales et humaines.


La determinación del riesgo es una herramienta esencial para el control de brotes infecciosos. Sin ella, podría ocurrir que se obviasen muy importantes vías de riesgo, lo que a su vez podría causar la diseminación de enfermedades. Los devastadores efectos de la propagación de una enfermedad pueden transmitirse en cadena al conjunto de la sociedad, afectando a la economía y el comercio y repercutiendo sensiblemente en la sanidad animal y quizá también en la salud humana. La Organización Mundial de Sanidad Animal (OMSA, fundada como OIE) ha insistido en que no todos los Miembros utilizan de forma sistemática el análisis del riesgo, proceso que engloba el de determinación del riesgo, y que algunos países de bajo nivel de renta adoptan decisiones sobre las medidas que se han de tomar sin pasar por un proceso previo de determinación del riesgo. Este déficit podría explicarse por factores como la falta de personal y de formaciones en determinación del riesgo, una insuficiente financiación del sector de la sanidad animal o el desconocimiento de los usos y aplicaciones del análisis del riesgo. Aun así, para realizar una eficaz determinación del riesgo es preciso reunir datos de gran calidad y, en este sentido, hay otros factores, como las condiciones geográficas, la utilización (o no) de tecnología o la heterogeneidad de los sistemas productivos, que siempre influyen en la capacidad para obtener tales datos. Es posible reunir datos demográficos y poblacionales "en tiempos de paz" por medio de sistemas de vigilancia y de informes nacionales. Si dispone de antemano de tales datos, un país estará mejor preparado para combatir o prevenir brotes infecciosos en el momento en que estos se produzcan. Para que todos los Miembros de la OMSA puedan efectuar los requeridos análisis del riesgo, se precisa un esfuerzo a escala internacional que se plasme en una labor de intercambio y en la creación de mecanismos de colaboración. La tecnología puede cumplir una importante función en el desarrollo del análisis del riesgo y, en el camino para proteger de la enfermedad a las poblaciones animales y humanas, de ningún modo cabe dejar atrás a los países de renta baja.

RESUMEN

This article reviews the Observatory of the World Organisation for Animal Health (WOAH, founded as OIE), including its objectives, direction and progress achieved so far. It explains the benefits offered by this data-driven programme in improving access to data and information analysis while ensuring confidentiality. In addition, the authors examine the challenges that the Observatory faces and its inextricable link to the Organisation's data management. The development of the Observatory is of the utmost importance, not only for its relevance to the development of WOAH International Standards and their implementation worldwide, but also because of its role as one of the drivers of WOAH's digital transformation plan. This transformation is essential, given the major role of information technologies in supporting regulation for animal health, animal welfare and veterinary public health.


Cet article consacré à l'Observatoire de l'Organisation mondiale de la santé animale (OMSA, fondée en tant qu'OIE) fait le point sur ses objectifs, ses orientations et les accomplissements réalisés à ce jour. Les auteurs expliquent les bénéfices et améliorations apportés par ce programme axé sur les données, en termes à la fois d'accès aux données, d'analyse de l'information et de confidentialité. Ils abordent aussi les défis auxquels l'Observatoire doit faire face et son lien indissociable avec la gestion des données de l'Organisation. Le développement de l'Observatoire revêt une importance fondamentale, non seulement en regard de sa pertinence pour l'élaboration et la mise en oeuvre des normes internationales de l'OMSA partout dans le monde, mais aussi parce qu'il est le moteur de la planification de la transformation numérique de l'OMSA. Cette transformation est cruciale, compte tenu du rôle majeur que jouent les technologies de l'information en appui de la réglementation de la santé animale, du bien-être animal et de la santé publique vétérinaire.


Los autores presentan el Observatorio de la Organización Mundial de Sanidad Animal (OMSA, fundada como OIE), deteniéndose en particular en sus objetivos, su orientación y el camino recorrido hasta ahora. También exponen las ventajas que ofrece este programa centrado en los datos para mejorar tanto el acceso a los datos como los análisis de información, asegurando al mismo tiempo la confidencialidad. Además, examinan las dificultades a que hace frente el Observatorio y el indisociable vínculo que este guarda con la gestión de datos de la Organización. El desarrollo del Observatorio reviste una importancia capital, no solo por su utilidad para la elaboración de las normas internacionales de la OMSA y su aplicación en todo el mundo, sino también porque constituye uno de los motores del plan de transformación digital de la OMSA. Se trata de un proceso de transformación esencial, dada la importante función que cumplen las tecnologías de la información a la hora de regular la sanidad y el bienestar animales y la salud pública veterinaria.

Introducción: el artículo analiza los lineamientos en educación alimentaria y de fomento agrícola que circularon en la Revista Educador Sanitario, publicación oficial de la repartición nacional de educación sanitaria de Argentina durante la década de 1960. Desarrollo: el trabajo explora las adaptaciones discursivas de los sanitaristas argentinos a las directrices internacionales de desarrollo para promover la campaña mundial contra el "hambre oculta", definida como aquellos patrones culturales alimentarios de baja calidad nutricional. Luego, examina las prescripciones dietéticas para las familias populares que pretendían estimular como hábitos, calidad, variedad y austeridad. Por último, revisa las tensiones y las contradicciones inmanentes a las referencias eruditas en torno al fomento agrícola y a las reglas del libre comercio, al evidenciar las inequidades alimentarias y la falta de infraestructura federal para lograr la ansiada modernización agroalimentaria. Conclusiones: el discurso de los desarrollistas sobre alimentación nutritiva apropiadas por la revista fueron funcionales al clima de proscripción peronista. Los consejos dietéticos y en economía doméstica apuntaron a sustituir el consumo cárnico por otras fuentes proteicas, como legumbres y lácteos, y los hidratos de carbono simples, por complejos, como las hortalizas. No obstante, sus vinculaciones con el fomento a las agroeconomías de subsistencia refutaron la pre- valencia del "hambre oculta" como problema alimentario en Argentina, pues, en sintonía con los parámetros internacionales, de esta manera se propiciaría una dinámica de redistribución alimenticia, capaz de reponer las vacancias del mercado interno y de estimular las exportaciones netas al prevenir la erosión de los saldos exportables


Introduction: This article analyzes the guidelines on food education and agricultural promotion that circulated in the Revista Educador Sanitario, the official publication of the national health education department of Argentina during the 1960s. Development: The study explores the discursive adaptations by Argentinean sanitarians to the international development guidelines toward promoting the global campaign against "hidden hunger," which referred to the cultural eating patterns of low nutritional quality food. Then, the study examines the dietary prescriptions for popular families that were intended to stimulate quality, variety, and austerity as healthy habits. Finally, it reviews the tensions and contradictions immanent in the scholarly references to agricultural promotion and free trade rules, highlighting food inequities and the lack of infrastructure at the federal level to successfully achieve the desired agri-food modern- ization. Conclusions: The developmentalist disourse on nutritious food appropriated by the Revista were found to be functional to the climate of peronist prescription. Dietary and home economics suggestions attempted to substitute meat consumption for other protein sources such as legumes and dairy products and that of simple carbohydrates for complex ones such as vegetables. However, their links with the promotion of subsistence agro-economies refuted the prevalence of "hidden hunger" as a food problem in Argentina. In line with the international parameters, this approach would promote a dynamic of food redistribution to replenish the gaps in the domestic market and stimulate net exports by preventing the erosion of exportable balances.


Introdução: o artigo analisa as orientações sobre educação alimentar e promoção agrícola que circularam na Revista Educador Sanitário, publicação oficial do departamento nacional de educação sanitária da Argentina durante a década de 1960. Desenvolvimento: o trabalho explora as adaptações discursivas que foram feitas por sanitaristas argentinos às diretrizes de desenvolvimento internacional para promover a campanha global contra a "fome oculta", definida como aqueles padrões alimentares culturais de baixa qualidade nutricional. Em seguida, examina as prescrições alimentares para famílias populares que visavam estimular a qualidade, a variedade e a austeridade como hábitos. Por fim, revisa as tensões e contradições inerentes aos referenciais acadêmicos sobre desenvolvimento agrícola e regras de livre comércio, evidenciando as iniquidades alimentares e a falta de infraestrutura no nível federal para alcançar a tão esperada modernização agroalimentar. Conclusões: os discursos desenvolvimentistas sobre alimentação nutritiva apropriados pela Revista foram funcionais ao clima de proscrição pero- nista. Aconselhamento dietético e de economia doméstica visando a substituição do consumo de carne por outras fontes de proteína, como leguminosas e laticínios; e carboidratos simples para os complexos, como vegetais. No entanto, seus vínculos com a promoção de agroeconomias de subsistência refutaram a prevalência da "fome oculta" como problema alimentar na Argentina. Pois bem, em sintonia com os parâmetros internacionais, isso promoveria uma dinâmica de redistribuição de alimentos, capaz de repor as vagas no mercado interno e estimular as exportações líquidas ao evitar a erosão dos saldos exportáveis
